ESI has been providing Licensed Site Remediation Professional (LSRP) services in New Jersey since the beginning of the program.
The 2009 New Jersey Site Remediation Reform Act (SRRA) made major changes to the way polluted sites in New Jersey are remediated. One significant change is the implementation of the Licensed Site Remediation Professional (LSRP) program.
The LSRP is a professional who has the authority under SRRA to oversee the remediation of contaminated sites in most instances. An LSRP replaces the oversight of remediation by NJDEP and issues the case closure document, Response Action Outcome or RAO. The RAO replaces the No Further Action letter issued by NJDEP.
Having an environmental remediation professional who can speak and act with the authority of the DEP at your disposal is a huge advantage. An LSRP eliminates much of the bureaucratic delay by certifying and approving each phase of the remediation, including project completion and site closure documents, with little to none direct state involvement.
On projects with significant timelines, this means that your site will reach regulatory closure and your property values will be restored faster and more efficiently.
The LSRP group at ESI have been working in New Jersey, on average, for over 22 years and have been certified since the beginning of the program.
Our New Jersey Department of Environmental Protection (NJDEP) experience dates back to the inception of the initial Environmental Cleanup and Responsibility Act (ECRA), the predecessor of the Industrial Site Recovery Act (ISRA), which necessitated a major increase in the need for environmental compliance and remediation services.

The New Jersey LSRP program reached full implementation in 2012. From then on, all remediating parties are required to retain a LSRP and remediate their sites, including sites that initiated cleanup prior to the phase-in period.
The Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) rule establishes timeframes by which various activities that comprise site remediation must be completed.
