There are a variety of preliminary site assessment protocols, and the decision to choose one over the other depends on a few factors. Does the property have any obvious environmental concerns? What is the property’s recent history? Are the surrounding sites environmentally impacted? What level of scrutiny does the lender require? What level of protection from future environmental liability does the seller want?
With just some of this information, we can advise our clients what their next steps should be regarding the environmental assessment of their site. If the circumstances allow, there are a few less comprehensive alternatives to a full Phase I ESA.
The Records Search & Risk Assessment (RSRA) is a desktop review of available information, similar to a Phase 1 ESA typically completed in accordance with the Small Business Administration’s (SBA) guidance. No site visit, interviews or other information outside basic historical and database information is gathered.
We obtain Federal, State, County and Municipal regulated databases within 1/4 mile of your property. We review the records and determine if your property, the neighboring property or a surrounding property is regulated or has a known or suspect release to the environment.
If these investigations come back with any questions about the status of the site, a comprehensive Phase I ESA may be the next step in developing a full picture of the environmental status of the property.
A Phase 1 Environmental Site Assessment (ESA) is a comprehensive review of past, present, and potential future environmental risks to a commercial property. They are typically done during a change in property ownership and are usually ordered by buyers, sellers, or lenders. Ultimately, an environmental site assessment is performed to protect the value of the collateral for a loan for the buyer and lender.
A Phase I ESA is completely non-invasive. Our experienced environmental investigator will walk the site, take pictures, and note any obvious areas of potential concern. We will also complete a thorough forensic investigation of the site, accessing a wide range of current and historic data resources to determine if any previous environmental impacts have occurred, if there are any existing or historic regulatory concerns, or if neighboring properties may have impacted the site in some way.
A complete Phase I report will identify any active or suspected environmental conditions that may affect property values, pose a possible financial liability to the purchaser or lender, or affect the ability of a borrower to repay a loan obligation.
Clients may also obtain a Phase I ESA in order to satisfy requirements of the “innocent landowner defense” or other available defenses to environmental liability under CERCLA. ESI tailors the Phase I ESA scope to the client’s needs, as well as the specific reporting requirements of the financial institution or governmental agency.

A Phase II ESA may be performed if previous investigations indicate the potential for environmental impacts at the site.
With the information returned from previous investigations, we will develop a project scope to determine the extent of the Phase II investigation. This may include indoor/outdoor air, soil, unknown drum, and surface/groundwater sampling and lab analysis, contaminant migration modeling and delineation, storage tank testing, geological analysis of the site and surrounding areas, and remediation feasibility and timeline projections.
If the Phase II confirms the presence of contaminants above regulatory limits, our scientists and environmental engineers can develop a remediation plan that will bring the site into regulatory compliance.
If the business goals include site cleanup, our remediation professionals can engineer an effective remediation plan that will meet client targets, bring the site into regulatory compliance, and restore the value to the property.
